We will discuss some recent results on bounding Selmer groups by constructing systems of cohomological classes via special cycles on certain Shimura varieties. The construction replies on some new arithmetic version of level raising, and its link to Selmer groups is encoded in the corresponding explicit reciprocity laws. Such results on Selmer groups provide new evidence toward the Beilinson-Bloch-Kato Conjecture in the central critical case.
