Mod 2 cohomology of $BO(n)$ is generated by Stiefel-Whitney classes which are symmetric polynomials in $H^*BO(1)^n$. Symmetric polynomials are written as a certain form like Milnor bases of Steenrod oparations, and this leads a different form of Wu formula and Milnor operations on Stiefel-Whitney classes.
